HISTORY
1980 Commenced work in the rail industry, working for Australian National (Commonwealth railway) until 1998.
Based in Adelaide but worked as a track surveyor, engineering CAD designer and project manager across the network, surveying, designing and project managing large track, civil and signalling projects as well as number of level crossing construction and maintenance projects. Attended and gave evidence to the coroner in relation to a fatal level crossing crash in 1988.
1996 commenced developing track management database systems for the Australian National network and was the lead client agent for the project to develop an expanded Infrastructure Management System intended for use in the first out-sourced maintenance of the network under the Australian Rail Track Corporation (ARTC).
2004 began working as an IT contractor for the SA Department Of Transport (now DPTI) on the ALCAM systems, designing and developing the ALCAM LXM database tool which has now evolved into the web based ALCAM LXM system. He was an integral part of the South Australian level crossing unit and the ALCAM committee during this time and, building on his rail experience and surveying background, initiated the development of the field processes now used widely around Australia to collect ALCAM data. He developed the ALCAM training materials for field assessors and ran courses training field staff nationally. This training curriculum forms the basis for the training material currently being developed by the ALCAM committee.
2006 commenced work for the South Australian Rail Safety Regulator’s office as Manager Data and Systems, managing rail safety incident data as well as maintaining the ALCAM systems.
Worked with national rail safety regulators on drafting the common descriptive framework for rail safety occurrences, OCG1. Managed and maintained the South Australian rail safety occurrence database and worked on common data protocols across the separate state occurrence data sets then in existence.
2008 Took up a position in Victoria with Victrack as the ALCAM Manager
2009 became the chair of the national ALCAM committee. Has been responsible for leading the ALCAM program, setting its standards and developing and enhancing its systems continuously for 13 years and is the key knowledge holder of these systems and Models.
Has been involved in leading a number of reviews and enhancements to the ALCAM model and was the technical lead in the development of the enhanced web based LXM system as it transitioned from the stand-alone platform commissioned in 2014.
Nurtured and trained a number of members of the ALCAM committee, building knowledge of the Models and data collection practices among new committee members and other officers working in the ALCAM units nationally.
2011 Appointed Victoria's Manager Level Crossing Safety at DOT (now PTV).
Gave evidence before the Victorian Coroner in the major enquiry into 29 level crossing fatalities including the 2007 crash at Kerang and coordinated and drafted the responses to the coroner’s recommendations for the Victorian state government transport agencies.
As chair of the ALCAM committee wrote responses to coronial enquiries in New South Wales and New Zealand and responded to Australian Transport Safety Bureau (ATSB) queries and concerns in relation to crash investigations, clarifying survey methods and questions in relation to the ALCAM models and associated sighting distance standards. Conducted training for ATSB officers in order that investigators clearly understand ALCAM and its application when using its data as part of investigations.
Contributed to “safety in design” and other risk assessment workshops for major Victorian projects as the advocate for level crossing safety.
As part of his oversight and policy role in Victoria was involved in a number of national research programs relating to level crossing safety. Was part of the committee which developed the 2016 revisions to the AS1742 part 7 level crossing standard released in 2016 and was also a member and chair of the National Level Crossing Group’s Data Working Group from 2015 up until January 2017.
He is therefore an extremely experienced level crossing safety practitioner with a clear understanding of ALCAM, its value as an important national data source and its role in risk assessment and program development.
2017 established Nelson-Furnell Pty Ltd as an agency to support the level crossing and ALCAM communities and to perform ALCAM work.
Consults part time with Victrack providing technical advice and support to the ALCAM committee and also oversight, standard setting and quality control inspections for the current Victorian ALCAM survey program, giving him a close practical insight into day to day ALCAM issues and survey practices.
Edits and maintains ALCAM technical documentation for the ALCAM committee.
2017 completed a Certificate IV in Training and Assessment which qualifies him to develop and conduct training courses. Has been engaged in refining and piloting training courses for ALCAM assessors, building on the previous training he designed for the ALCAM committee and applying his field and technical experience.

Has been directly involved in ALCAM work since early 2017 and the inception of Nelson-Furnell Pty Ltd.
Trained ALCAM analyst, has performed analysis and data entry projects for KiwiRail as part of improving the New Zealand ALCAM data set. These include:
